PED Certification

     

As off May 29th, all Tartarini products will be delivered conform to the European Pressure Equipment Directive 97/23/EC. This follows a long process of assessment of our quality system, product engineering and production methods.

The Directive (P.E.D.) has been adopted in 1997, but is mandatory starting 29th May, 2002.

Tartarini is already an ISO9001: 2008 approved supplier and our products and procedures
have been qualified by Bureau Veritas accordingly.

   

Why do we have the PED?

Directives remove technical trade barriers by harmonizing standards within Europe. By removing the technical trade barriers (the different standards and laws for each country), a single European market would result. There are 3 main reasons for having the PED:

1.   Ensure safe design, manufacture, and use of pressure equipment.

2.   Harmonize technical standards in order to create free trade within Europe.

3.   The PED applies to the design, manufacture, and conformity assessment of pressure equipment and pressure assemblies.

The Directive supersedes all national norms and standards. The norms can still exist, but can add only complementary elements to the directive.

Where does the PED apply ?

If the products are put into service, marketed, or sold within a member state then they need to comply with the Directive. If the products are sold in a nonmember state then the legal answer is "NO". Equipment intended for markets other than the member states do not have to comply (by law) with the Directive. But it is conceivable non-EC members or customers could include this requirement as a perception of increasing quality. Time will tell, but this Directive or variations of it could spread and become a «base» requirement for even non-EC countries.

When to mark with CE?

First, the CE mark can only be on pressure equipment for Categories I - II - III and IV. The mark cannot be displayed on product that falls under Sound Engineering Practice (SEP). So, for products in Categories I - II - III and IV, the manufacturer applies the CE mark only after he has demonstrated  the equipment meets all the applicable Essential Safety Requirements in accordance with the Conformity Assesment Modules.

Internal production control.

This module describes the procedure by which a manufacturer ensures and declares that the pressure equipment complies to the according Directive.

Full quality assurance.

Describes the procedure where the manufacture ensures and declares the pressure equipment complies to the according Directive.

CLX, LC21 and Dosaodor-AP buffer tanks

Full quality assurance.

Describes the procedure where the manufacture ensures and declares the pressure equipment complies to the according Directive.

971/, VFA/, FA/, FAG/

 B

EC type – examination.

Describes the part of the procedure where a notified body ascertains and attests that a representative example of the production complies to the provisions of the Directive.

 D

Quality assurance for production, final inspection and testing.

Describes procedures where the manufacturer ensures and declares that the pressure equipment conforms with the type described in the EC type examination certificate or the EC design certificate and complies to the according Directive.

Sound Engineering Practice (SEP)

Gas pressure reducing and metering stations are pressurised systems which may include compressors, heat exchangers, valves, filters, etc. According Guidelines 1/28 and 1/29 reduction and metering stations are considered by our Company as annexed equipment when they are specifically designed for pipelines, and as such are excluded from PED, according to Article 1, paragraph 3.1. It means that above stations have not to be marked as assembly. (see PED guidelines 1/28 and 1/29)

The FAREGAZ and Orgalime position is that the approach described in 1/28 should be applied also to a similar station installed inside an industrial site.

Technical Documentation

Tartarini has  published the instruction manuals (Safe Use Guide and Maintenance Manuals) that are an integral part of the technical file for a product whenever available. According to Bureau Veritas Tartarini has adopted the position to let available Instruction Manuals in Italian and English language (official EC language).
